Campaign Strategy, Government Relations, and Independent Expenditure Operations — executed with discipline, discretion, and measurable results.
Schedule a ConsultationMany firms deliver strategy decks and disappear. Movement Makers operates differently. We build the strategy, run the operation, manage the pressure, and remain accountable through execution.
When you bring us in, you don't assemble a patchwork of vendors. You gain a unified team responsible for strategy, delivery, and results.
From the first strategy session to Election Day, we operate alongside you — not from a distance. Message architecture, data targeting, mail programs, and turnout infrastructure, fully integrated.
When you need to move something through government, relationships matter more than memos. We're in the room, we know how decisions get made, and we shape the public narrative before someone else does.
Independent Expenditure campaigns require senior judgment and structured execution. We direct strategy, targeting, creative, and deployment — aligning counsel, vendors, and principals under one coordinated plan.
From signature gathering and qualification to paid walk, chase, and cure, we build and manage the field infrastructure that converts support into certified votes.
One disciplined operating model across campaigns, independent expenditures, government affairs, and public affairs.
We begin with a disciplined assessment of terrain, stakeholders, opposition, and power centers. Assumptions are liabilities. We remove them early.
Structure precedes action. Defined authority, sequencing, and operational design are established before execution begins.
We direct vendors, timelines, field operations, and adjustments in real time — maintaining control as conditions shift.
We provide unfiltered assessments and performance reporting. No narrative management. Just decisions grounded in results.
We take on a limited number of engagements so that every client gets our full attention. If you're looking for a firm that will hand your campaign to a junior associate, we're not it. If you want people who are actually in it with you, let's talk.
The difference between a good strategy and a win is everything that happens after the strategy meeting.
Movement Makers is led by practitioners — people who have run campaigns, managed organizations, and operated in the environments our clients face. You work with us directly, not through intermediaries.
Eric Dutra has directed multi-million-dollar campaigns at the federal and state levels, built field operations across Southern California, and helped scale party infrastructure at both the state and county level. He began as Deputy State Director for the California Republican Party, overseeing regional political operations and coordinated voter engagement efforts statewide. He later served as Campaign Manager for Congresswoman Michelle Steel, where he oversaw field operations and multilingual messaging strategy in one of the most competitive congressional districts in the country. He then managed the campaign for State Senator Tony Strickland, directing full-cycle operations including strategy, fundraising, voter contact, and compliance. Eric went on to serve as Deputy Executive Director of the Republican Party of Orange County, leading day-to-day political operations for one of the most influential county parties in the nation. Today, as a Principal Consultant at Movement Makers, Eric specializes in campaign management, independent expenditure strategy, and political infrastructure — bringing disciplined execution, scalable systems, and measurable performance to every engagement.
Jerry Sirotnak brings executive-level experience across government affairs, electoral strategy, and political operations. He has served as Executive Director of both the San Diego County Republican Party and the San Bernardino County Republican Party, administering a $1.7 million annual budget in San Diego and building competitive organizational infrastructure in both counties. As Campaign Manager for Congressman Ken Calvert, he led strategic and operational execution in a competitive congressional district, aligning data, messaging, field, fundraising, and outside consultants to secure re-election. He played a key role in ballot curing efforts that contributed to the election of Assemblyman Greg Wallis in a race decided by 85 votes — one of the tightest legislative victories in California history. Beyond electoral campaigns, Jerry has helped advance legislation, secure development approvals, and shape regulatory outcomes through structured government affairs strategy. He has overseen individual political and advocacy projects exceeding $6 million, trained hundreds of candidates and campaign professionals, and led engagements involving coalition development, regulatory navigation, and stakeholder strategy.
Madison Marks-Noble operates at the intersection of government affairs, public policy, and political operations. She currently serves in the California State Senate, managing constituent engagement, stakeholder relationships, and legislative strategy across multiple districts. Her campaign background includes regional field leadership for statewide efforts, paid canvass program oversight, and ballot curing operations on competitive congressional races. Madison brings a perspective that is rare in political consulting — she understands both what it takes to win an election and what it takes to operate inside government once the election is over. At Movement Makers, she leads public affairs strategy, legislative affairs, and ballot and field operations.
